The Saddleback Valley and its foothills hold some of inland South County's best-known master-planned living. Lake Forest incorporated as a city in 1991 and expanded in 2000 to take in the Foothill Ranch and Portola Hills communities.

Portola Hills itself is a hillside community within the City of Lake Forest — not a separately incorporated city — bordering Whiting Ranch Wilderness Park. Coto de Caza rounds out the cluster: an unincorporated, dual guard-gated community of roughly 5,000 acres in the Saddleback foothills, among the oldest master-planned enclaves in Orange County, with a 36-hole golf facility and an equestrian tradition dating to its 1960s origins.

Arts & Heritage Corridor

Just inland from the Newport Beach and Irvine core, two communities anchor Orange County's cultural life. Costa Mesa adopted its “City of the Arts” identity in 1984 and is home to South Coast Plaza — one of the largest luxury shopping centers in the country, open since 1967 — alongside the adjacent Segerstrom Center for the Arts, the Tony Award–winning South Coast Repertory, and the Orange County Museum of Art.

A short drive away, Tustin centers on Old Town Tustin, a recognized historic district whose late-19th- and early-20th-century architecture predates much of the surrounding county's suburban growth. We group the two by this shared arts-and-heritage character rather than by geography.

North OC / Canyon Hills

North and inland, these communities share a more historic and hillside character. The city of Orange is known for Old Towne Orange, a National Register historic district built around a central plaza and lined with Victorian-era architecture and antique shops. Anaheim Hills is a hillside district of the City of Anaheim — not a separately incorporated city — set apart from the flatland resort side of town by its gated communities and larger view lots.

Yorba Linda, the birthplace of President Richard Nixon and home to the Richard Nixon Presidential Library and Museum, carries a citrus-ranch heritage and a semi-rural, equestrian-friendly feel.
