The Saddleback Valley and its foothills hold some of inland South County's best-known master-planned living. Lake Forest incorporated as a city in 1991 and expanded in 2000 to take in the Foothill Ranch and Portola Hills communities.
Portola Hills itself is a hillside community within the City of Lake Forest — not a separately incorporated city — bordering Whiting Ranch Wilderness Park. Coto de Caza rounds out the cluster: an unincorporated, dual guard-gated community of roughly 5,000 acres in the Saddleback foothills, among the oldest master-planned enclaves in Orange County, with a 36-hole golf facility and an equestrian tradition dating to its 1960s origins.
